Guide
A Certificate of Sponsorship is an electronic record assigned through the Sponsorship Management System. Getting the details right is essential to a successful visa application.

A Certificate of Sponsorship (CoS) is not a physical document — it is an electronic record assigned by a licensed sponsor through the Sponsorship Management System (SMS), which generates a unique CoS reference number for the worker to use in their visa application. There are two categories: a "defined" CoS is required where the worker is applying for a Skilled Worker visa from outside the UK, while an "undefined" CoS covers workers already in the UK who are switching to or extending a Skilled Worker visa, as well as certain other sponsored routes. A CoS must be used by the worker to apply within three months of assignment, and the stated job start date must be no more than three months after assignment. Sponsors estimate an annual undefined CoS allocation when applying for a licence; further allocation can be requested through SMS, with standard decisions usually within 12 weeks. A paid priority service is normally available for faster decisions. A government fee applies on assignment, and the Immigration Skills Charge is normally also payable for Skilled Worker sponsorship. CoS requests can be refused where the Home Office is not satisfied that the role, salary or worker meet the requirements — clear, well-evidenced requests reduce that risk.
A defined CoS is required where a Skilled Worker is applying for entry clearance from outside the UK. An undefined CoS covers workers already in the UK switching to or extending Skilled Worker and certain other sponsored routes. Requesting the wrong type causes delay and may require a fresh request.
Sponsors are given an annual undefined CoS allocation, estimated at the licence application stage. Before assigning, check the remaining allocation in SMS. If more are needed, submit an allocation request — standard decisions are usually issued within 12 weeks, and a paid priority service is normally available for faster decisions.
Match the role to the correct SOC 2020 occupation code and confirm the offered salary meets both the general threshold and the occupation's going rate (whichever is higher), as well as the relevant hourly floor. Errors at this stage are a leading reason for CoS being queried or for the resulting visa being refused.
Confirm that the worker meets the skill, English language and (where relevant) maintenance requirements, and that their identity and qualification documents are in order. The CoS should accurately reflect the role, hours, salary, work location and start date — discrepancies between CoS and supporting documents are routinely picked up at decision stage.
A government fee applies when assigning a CoS. The Immigration Skills Charge is normally also payable for Skilled Worker sponsorship, calculated by sponsor size and length of sponsorship; certain roles and routes are exempt. Confirm current fees on gov.uk before submission.
Once assigned, the CoS reference number is shared with the worker. The worker must use the CoS to apply within three months of assignment, and the stated job start date must be no more than three months after assignment. Late applications cannot use the same CoS.
Retain a copy of the CoS, supporting documents and the rationale for the role and salary. Any subsequent change in salary, role, hours or work location may need to be reported through SMS within 10 working days. Provisionally rated sponsors can initially only assign one CoS (to the Authorising Officer); a full allocation becomes available once upgraded to an A-rating.
A defined CoS is required where a Skilled Worker is applying for a visa from outside the UK. An undefined CoS covers workers already in the UK who are switching to or extending a Skilled Worker visa and certain other sponsored routes. Defined CoS are requested individually through SMS; undefined CoS are drawn from your annual allocation.
The worker must use the CoS to apply within three months of assignment, and the stated job start date must be no more than three months after assignment. After that, the CoS cannot be used and a fresh CoS and fee will be required.
Standard SMS allocation decisions are usually returned within 12 weeks, although this can vary with Home Office workload. A paid priority service is normally available for a faster decision; check current availability and fees on gov.uk before relying on it.
The Immigration Skills Charge is normally payable for Skilled Worker sponsorship, with the amount depending on sponsor size and length of sponsorship. Certain roles, routes and shorter assignments are exempt. The charge is paid at the point the CoS is assigned, alongside the government CoS fee.
